ocr: The army is run by Tutsi. In line with the political changes taking place in Burundi, President Ndadaye proposed bringing Hutu into officer ranks. Iutsi resistance to this move was a major factor behind the Uctober 1993 coup. The army has threatenedto become a Tutsi militia.
